I'd say that sounds right. You don't want to risk your child getting hurt and if keeping him confined to one room where you know he'll be safe works, then by all means continue to do it. Its not harming him, the only downside would be that he might get bored more easily, but his safety should come first. If you have the opportunity to watch him then give him "free reign".
