Problems with a dell laptop?

My friends laptop is not working. When I try to start it, the screen illuminates, but does not do anything else. It does not even start to boot. I can't even access the BIOS. I tried booting from a windows CD, but it does not even get that far. Nothing shows up on the screen at all.
