Who do you think uses the 9/11 tragedy more often to gain support for their political agendas: Bush or Rudy?

Probably Rudy, but since they both were legitimately involved in responding to this, the most significant attack on the USA in modern history, I don't fault either one for touting their "No BS" reaction for political gain.
