Can my navy recruiter keep me from joining the army if i get out of the DEP program?

ok so i am currently in the navy DEP program i am supposed to leave for boot camp july 28th but i am trying to get out of the DEP program and my recruiter is telling me he isn't going to let me out till june 10th and if i do get out he is going to make it where i cant join the army is that possible for him to do that
